[Vwdiesel] brake problem

OK guys, I installed Scirocco rear discs on the 82 Jetta but I have been having trouble getting the brakes to bleed and hold pressure.  I have a new master cylinder and everything is working properly BUT I discovered that the rear brake proportioning valve is leaking from a set screw that holds the whole mess together.  Before I spend a bunch of money to replace this thing, do I really need it since I have gone to the rear discs?  I have done this on a Mk2 before with no problems but this is the first retrofit on a MK1.  Anyone else done this?  BTW there are already to "pressure relief valves" in line between the master cylinder and the rear brakes.  Hayden
