For the Loctite, per the manufacturer the only way to get it apart is to
heat it to 250C... which is pretty hot.
Ideas: rather than a torch, apply the element of a soldering iron direct to
the screw for a bit... that should get it pretty warm with less chance of
fire. Or, use cold and impact/vibration. Liquid nitrogen if you can get
it or dry ice and alcohol, then whack it with one of those impact
screwdrivers.
For the switchover valve - it seems to be a vacuum part - have you
confirmed the hoses are in good shape prior to replacing the part? Maybe
it can be "cleaned" or lubricated internally like with the VW vacuum
modulators?
