[Vwdiesel] Waste gate stuck

Hi all its me bugging you again!! I found my waste gate to be stuck, the
diaphragm works but the gate Is stuck closed. Is that something to be
worried about or a blessing! Also it appears like the fuel screw on the
pump has been adjusted  due to marks on it and the safety wire removed and
the injectors seem to have plenty of antisieze as if they have been
serviced?? Is it possible that the previous owner had doctored it up a
bit?? Thanks! Hopefully starting it up today!!
