I can relate to the larger exhaust. I noticed a huge difference on my 1.6 TD when I installed a 2.5" exhaust from the turbo back. Boost was always around 8 psi before I installed the larger exhaust and then it went up to 12 psi after the install. Noticeably way more power after as well as turbo spool up faster.

Big exhaust, don't forget a big exhaust! For a 1.6 TD, minium is 2.5" and I'd say a 1.9 should have 3". Jake had a 2" on his TD and thought I was nuts for saying he needed a 2.5. He did it and was amazed at the difference it made with already having a larger than stock exhaust.
Of course there's the tweaking of getting the correct total fueling compared to low speed, speed of enrichment and how much over a no-boost condition. There are a lot of claims about timing settings but personally I've not found it to do much other than shift the torque up or down, depending on the speed you routinely run the engine. Even then it's not something I tend to waver much from stock, or factory recommended "performance" settings, depending on the pump.
You could always pull the head and port it, install Total Seal rings, etc. :-)

The following in order will make a very effective increase in max power and et are very conservative settings and will not over-tax the exngine, IMO, ven considering it is in a very heavy anti-aerodynamic box. Add an uxiliary oil to air cooler. Add an effective intercooler. Increase max oost to 15 psi. Get an appropriate boost enrichment aneroid on your AAZ njection pump. Add an EGT gauge. Increase max fuel to 1250°F pre-turbine.
