Yes, in a way. 

When you say, "put on a head", put on what?  A TDI head requires TDI 
pistons to match (direct injection is more than injector position, it 
is the entire combustion chamber, most of which is in the piston bowl). 
 Between the head and pistons, that starts to become a pricey option.. 

So, the way to do that is start with a TDI (ALH, AHU or 1Z) and just 
convert the electronic pump to mechanical operation.  Pretty sure 
there will be a FAQ and sticky for doing so over at vwdiesel.net
