yeap, I put a new master cylinder on a 72 super beetle and I could not get the brakes to be solid.
I gave it back to the guy I baught it from and he gave me a new one.
I even soaked the think in brake fluid in coffee can for a day to be sure the air was out of it, that did not help.

I would first confirm that there are no leaks at the calipers or rear cylinders (drums off). That done I would check the pedal free play. That done I'd replace the master cylinder, again... Unfortunately, brand new components that malfunction are not exactly uncommon.
