sure sounds like my "new" failed master cylinder on that 72 super beetle that I worked on for a lady in town a few years back.
it did many of these same symptoms.
PS. Too late now, but when you had those calipers on the work bench, I would have removed the rubber boots on the pistons put some compressed air on the brake line hole to pop out the piston. Do it into an old towel, it is a mess. Then you can inspect the cylinder and clean any dirt out of it that may score the walls. Replace boots if turn, but the useually last a long time.

At Bryans request:
new raybestos master cylinder
front brakes are from an 85 Cabriolet, new rotors and pads
rear brakes from 16v Scirocco, not sure of year, new rotors and pads and I also replaced the two short hard lines that supply the rear brakes (the ones that attach to the rubber lines on the caliper)
Replaced the brake proportioning valve
bled the brakes multiple times (I have gone through about 2 quarts of brake fluid) and I seem to have good pressure at the calipers for bleeding.
I have checked all lines for leaks and found none
no leaks at calipers but I haven't dissasembled them either
Pedal seems to firm up at first but continued presssure on the pedal and it will slowly go to the floor. Let it sit for a few seconds and then press pedal, it will go all the way to the floor

OK, new master cylinder, hours of bleeding and still mushy brakes. If you keep your foot off the pedal for a few minutes, it will go all the way to the floor. Pump it up and it will get pressure for a bit before it goes all the
way to the floor. I am at my wits end because this is the last thing I need to get fixed before I can get the car inspected and licensed. I am about to purchase a complete DOT stainless brake hose kit to try and fix the problem. Any suggestions? Hayden
