I've had similar issues however I believe it was on my 914 (headlight relay) and after sitting a while. It just simply never made contact for high beam. Kinda sounds like the stalk switch stuck part way and never gave high beam but turned off the low beam. I'd try working it a few times and if that didn't do it, pull the steering wheel and give it a little lube then work it again. I DO get turn signal issues when any of my Rabbit based cars sit a while. A little usage brings them back to normal.

My 81 A1 Jetta had way too much power going through the headlight switch itself.
I found this out once by adding more bulb wattage without adding a relay to
limit current, way back when I apparently needed to learn more. Tuition was a
car full of smoke and lights out at 3 in the morning on a curve, in the
foothills on the way to a ski hill. If I remember, ALL the high beam current
went through the dash rocker switch.
So, you lost primary power, could be the switch which I would check first, or
the fuse panel which isn't like the A1, so probably not the plugs on the back
like the A1 was prone to develop resistance. Also, I don't believe the circuit
path when the dimmer stalk is actuated (flash to pass function) sees the load
reduction relay, it might go straight through, might have lost something there
too. That's why fused relays that are just before the headlamp are so good in
this application.

Not sure if the VW headlight dimmer switch is like the Toyota, but this is how I
solved that problem on my 4x4:

It looks like they have a single pair of contacts that switch power to either
high or low beam and the high beam indicator is powered off that same contact.
