I'm not even sure you can get the "lower quality bearing" anymore, other than used. :-( Youll probably notice that if you grab the steering wheel and wiggle it, trying to make the end of the shaft wobble, you should be able to make it clunk around.
I think you can pull the steering wheel and upper bearing/key switch out and then the u-joint off the bottom end and can force the shaft upward inside the column enough to get the u-joint off, the old bearing parts off and a replacement in.

Subject: [Vwdiesel] steering column bearing
While I had the instrument cluster out to re-glue the odometer gear, I
ound what was left of the steering column bearing being held up by the
ose clamp that I put on some time ago to hold the bearing together. The
roblem was that the bearing cage was sitting on the hose clamp that was
nuggled up to the u-joint that is down by the pedals. There aren't any
ollers left in the cage and the plastic retainers are broken.
hat will happen with this bearing missing? How difficult is the bearing
o replace? I would expect that th steering column down to the u-joint
eeds removed to replace the bearing. If I want to replace the bearing
ith a higher quality bearing, where can I get a higher quality bearing
nd how do I describe what bearing I want to a bearing house or a car
arts store?
