Hi, Brian.
You could try rotating your aneroid diaphragm which could slow down the extra fueling, but still give you all you wanted at the higher speeds. 
Have you uprated the nozzles?

My this site is quiet! Perhaps everyone's cars are running smoothly ;o)

My Quantum's engine that I gave the infamous P-B-H treatment all those years ago was 30 years old on the 7th November. Despite a sticking govenor mechanism 
that had several (5) AA men baffled, and me also.
Engine if stalled/stopped when hot, would be totally unstartable for 3 hours, until completely cold! Very inconvenient at traffic control lights!

Cured it by rebuilding a pump that had been in the shed for 10 years and had corroded up, and gradually fixing it's own problems.

It has been long enough since I've done it that I forget which way to turn
for less fuel. I think I am over fueled in my 1.6 turbo diesel engine in my
90 VW Fox
