  I would argue that you're on the right track but there's a bit of extra space between your train cars.  :-)
  No engine is operating at peak efficiency so anything you do to improve that, will.  A turbo will increase efficiency more than it takes to run it at pretty much any rpm, so long as the turbo is of the correct size that it creates at least SOME boost.  More air in there, will create better combustion and power even if there is leftover O2, which there will be anyway.  Case in point. The PO of my Dasher, installed a BAE turbo kit.  He gained some mpg and did nothing but bolt it on.  It didn't have all that much more power, but some.  It made better mpg and had better power although not great.  I turned up the fuel and gained way more power as well as even more mpg.

Under part throttle operation, a diesel (turbo or N/A) runs lean, meaning some 
xygen exits the engine "unused". As you press down on the throttle, more fuel 
s injected and the mixture gets less lean. At some point, all the oxygen is 
sed, and beyond that point, you just get soot out the exhaust, but no more 
ower. 
The only time that more turbo boost would do any good is the beyond the point 
here all of the oxygen would be used if you didn't have the extra boost. The 
est of the time, you would just be wasting energy compressing more air than you 
eeded to.
