I had the same problem on a David Brown tractor and I replaced both the
manifold and the muffler. If I remember right, it was something like $80 or
$100 for the new manifold. I don't know if you've already checked, but you
might save yourself a lot of time and aggravation by just replacing the
manifold. Especially if there's rust on the inside and it can continue to
rot out. I don't know that you'd ever be able to get it all. I now leave a
can on top of the muffler to keep rain out whenever it's not being used.
