Thanks, Mark. I have since discovered that if solid contact is not made with multimeter, then the LEDs will not light up. In addition, one must be in a semi-darkened room and have the bulbs pointing toward ones face to be able to see the LED turn on if it is functional. I also was able to test and see the LED light up with the cluster out of the vehicle; by using a mirror focused on the indicator LEDs allowing the cluster to be leaned forward to provide leverage for the multimeter to contact the + and - connectors on the back of the circuit film. So I am good to go. Need to verify that the LEDs are functional to support focus on the wiring path for debugging. Will report results later and hoping that all LEDs in cluster are functional. ken

I don't think there is a resistance spec for the bank of LED's.
The test by VW was with the LED's out and powered up on a go no go spec. 

The flashing LED for oil pressure acoustic alarm must flash at ignition on, but engine not running, then start engine up and LED must blink when blue black 0.3bar 
sensor wire earthed out, but no warning alarm present, below 2000rpm. Over 2000rpm disconnecting yellow wire,to the 1.8bar sensor but not earthing, should get 
LED blinking again, AND alarm sounding.

Does anyone know the specifications for the LEDs in the mk1 instrument cluster or what the proper reading should be when testing with a digital multimeter.
OR how to test the LEDs with cluster removed from vehicle?

I found the current generation LEDs with glow when polarity is correct and multimeter is used. 
When I measure the older generation LEDs, I get a reading on the meter.
I tried three (3) red ones and one (1) green one.
For the red ones, 1.508, 1.500, 1.468 respectively and the green one read 1.765. 
I guess the the power may not be enough for the older generation LEDs,
Any input? Thanks.
