Time for the IV drip!
Rig a 1gal container and hang it from the hood.
Rig a feed line from the bottom, to the filter inlet.
Rig a return line from the pump to the top of the container.
Add 1 qt ATF.
2 oz Diesel purge,
fill with diesel.
Run on this until mostly consumed. This will clean out the pump and
"condition" the transfer pump vanes.
Then fill the filter, re-connect the lines from the tank and try it.
I do not see a one-way valve in the Haynes diesel rabbit manual, but
they might have been fitted in the caddys after 1980.
They were in the Jettas from 85, maybe from 80.
If so, it would be near the tank in the suction line.
If air is being sucked in to the line anywhere between the tank and the
pump, it will cause exactly the symptoms you describe.
Replace any part of the line you can get at, with transparent tubing,
and watch for bubbles. The last place you test will be where the problem
is. :-D
I have sometimes replaced the entire suction line with tubing, to locate
a leak that will let air in, but not leak fuel out.
