Also: don't think for one minute that VW is the only company gaming the EPA.

No kidding.
VW just got caught. Disgruntled ex-employee maybe, or insufficient squeeze.
I suspect it just detuned and they ramped up the SCR activity when there was a connection to obd2 detected.  
They got caught when a real highway test was done with a nox sensor in place.
There is way too much being made of it too.  I heard on the radio today that someone might wind up doing time over this. To think that the EPA started out as a trade barrier and will now make millions for the legal profession as a by product. Value added....
