I would agree that it sounds like a grounding issue. It kind of sounds like
the block might not be solidly grounded to the frame. I'm not sure that
really makes much sense, though. If I were working on it I would be looking
at the main ground points and cleaning them up. (Like where the ground wire
for the battery connects to the block - stuff of that magnitude.)
When trying to pull many amps, like running the plugs or cranking the
starter, maybe the block itself is floating somewhere above true battery
ground, due to a dirty connection.
I don't know what the odds are of this being correct, but it seems the most
likely to me, and it's where I would start.
