A lot of people try to lightly sand the color down and clear over it,
doesn't work.   However, you can do what I think you said,  sand down to
good primer, reprime, and paint.

I've found, in my limited experience,the right products along with right
prep is key, as well as proper curing with heat.  At our shop we bake paint
at 120 or so, and/or use lamps.

Sanding the primer well and Sanding between coats until your final coat
gives a great deep finish and probably helps adhesion.  I can check my
grits and get back to you, but it works well for me,  5 coats of color with
2000-3000grit between coats, 3 clears, and machine compound at the end

metal to get a decent job?

Never worried what cars looked like before, just did barely enough to get
me where I was going.
