When mine did that after an extended park, I used a large (5 lb) lead shot hammer on them.  I started on the outside edge towards the center of the hub.  Then I went around the edges from the wheel flange towards the backing plate.  I always hit where there was material behind it, ie on the outside flange where either the hub or the braking surface is located to keep from cracking anything.

Worked for me.  Your mileage my vary.

When I parked the truck, I was afraid of the drums rusting to the shoes. So, I intentionally did not set the parking brake. I have not looked underneath to see if the cables move or not.

I thought of the BFH idea but the drums are cast iron and I'm afraid of damaging/breaking them. Maybe a rubber mallet would work instead of the BFH?
