[Vwdiesel] Hello, have a Boost Pressure question

I finally got my EGT and Boost gauges installed and working.
Boost is clear my factory set 1.9TD AAZ is at 9.5 to 10psiMy EGT's did not exceed 8K on a mild hill climbKnowing that I installed my temp probe in the exhaust pipe just after it makes to the turbo and NOT in the Exhaust manifold itself, I guess I am losing 500 degrees or so ????
But, still well below a concern point of 12-13 hundred F.
So, if I want to turn my boost up a bit, do I loosen the nut on the turbo waste gate arm and by how much to start playing with this?

Also.I have a pretty good valve tap which I assume is from the lifters sitting in various positions for 15 years as this motor was never installed.I have a new set.Should I just bite the bullet and remove the cam, install new lifters.  Reset timing to .800mm on this motor.
I never checked the timing, since it was factory setup and tested, there was still diesel in the injectors, I just started it up and it ran.
