Regarding soft brake pedal feel:
My 81 4000 had a leaky pressure regulator which caused the pedal to go to
the floor sometimes.
If the pedal was pressed gently, the gasket in the pressure regulator (the
thing which cuts pressure to the rear brakes when the axle moves away
from the car (rear end of car lifts up)) leaked profusely, allowing
the pedal to fall to the floor.
When the pedal was pressed hard, the pressure on the gasket caused it to
seal properly and almost no fluid was lost; the pedal felt fine.
Bottom line: See if the pressure regulator (cylindrical thing underneath
the car just ahead of rear axle, tied to the rear axle) is wet; and,
obviously, see if any other brake components are wet.
