ABS Malfunction--`91 V8

Hi-

As the subject line says, I'm having an ABS problem in my `91 V8 5 speed.
As I approach a stop, when the car slows to less than about 10 MPH (on dry
roads), I can feel the ABS activating.  Sometimes the ABS system will turn 
itself off as well, and the "ABS Off" light will come on.  It always goes back
on when I push the button, however.  When I stop without ABS, the braking is 
completely smooth (i.e., no tire grabbing).

I looked in my microfiche shop manual, but unless you have A Bosch ABS tester,
it is not very helpful.

Any ideas?
