In terms of hurt feelings, you are correct.  In dealing with the DOT/EPA 
bureaucracy, however, it's a *fatal* failing.  Gray market, in a word, is
DEAD.  Too bad, a C-4 and an RS2 would be sublime, indeed (as has been
noted earlier)!
