Timing Belt on 80Q

When changing the timing belt on a 88 80Q does anyone know if the
harmonic balancer pulley must be removed?  This is attached
to the crankshaft with some ridiculous torque and requires a
special tool to get it off.  I would like to change the
timing belt and water pump on my 88 80Q but I don't want to
deal with this.
