No, I have not tested one, but this is clearly a questionable technology and
I haven't seen anything that definitively says that it does work. In fact,
the only testing I've seen is to the contrary. As I said, I just wanted to
understand how you *know*.
With regard to what a radar gun "sees", it locks in on the largest/strongest
reflection. Therefore, I would expect that your car is still reflecting more
signal than this small radar detector-sized box. As far as military stealth
technology, it is far more than using passive reflectors (such as very
expensive compounds and odd shapes for the exterior (look at a picture of the
stealth bomber).
Hey, the bottom line is that if this is how you spent your money and you feel
good about it, then that's what counts. At this point, I can't do the same
and I'm not willing to risk my money or my license on an unproven technology.
