Hi Ernest

Like everywhere else noone travels at (or below) the limit, so you wait
for brake lights when nearing Lyndale (the city in question) and then resume 
your normal programming after the city limits.  Interestingly I71 where this
 occurs and I480 (its E-W sister) were legitimate raceways until the state 
troopers cracked down with laser.  Now a day doesn't go by that a large part
 of both roads aren't trapped.

It's wild to see the state and local officials  publicly screaming at each other
over this.  Great entertainment.  :-)
