This is from memory, but I think cooling fan 1st speed is only triggered by
the climate control (except econ setting) and the after run circuit.
Climate control is on the key so that doesn't count.

I've seen two times when people have inadvertently clamped the after run
wire under the valve cover which sporadically triggers the fan while the
car is parked.

Just guessing.
