Sorry - I should have mentioned that I DONT have the Climate Control system.
My system has the standard A/C button, recirculate button and dial control 
for the blower with 4 or 5 speeds.  The first two blower settings (which 
should be off and low) both blow at low speed.  I cannot shut off either the 
a/c itself or the blower.
