I think it is normal! The relay that controls the fan after run has an
electronic circuit, a monostable multivibrator in it. That circuit gets
triggered by the temp sensor. Also, when the power is applied to it, that
can trigger it. There is nothing wrong with that. This is similar to the
fuel pump relay, which also has a monostable circuit in it (It is a 555
timer IC, implementing a missing pulse detector, for the electronically
inclined ;-). There they take advantage the power up triggering, it turns
on your fuel pump for a short period of time and pressurizes the FI
before starting, when you turn on the ignition. The after run fan
relay is always powered up, except when you remove your battery.
