Yes, they should be able to do that, or any locksmith, or maybe
yourself!  Just keep your old gas cap around for reference.  You should
be able to simply transplant the old lock cylinder with its tumblers
into the new cap, if these pieces are still intact on your old cap.
I have done this myself on my gas cap a few years ago, it's not too
difficult to do.
