short? exhaust system replacement

I'm having 2 problems... (That are car related, that is! <G> )

 Car: Audi 4000 CS Quattro.

Problem 1: The fuse which is for the lic. plate light keeps blowing. I 
assume this would indicate a short someplace, correct? How would I track 
this down?

Problem 2: I'm trying to replace my exhaust system from the cat back. I 
can't get one of the bolts off of the first connection spot. (Right 
behind the cat converter) I was able to remove the two side ones, but the 
top I can't get it to turn due to lack of space for tools. Any suggestions?

  I almost think they might drop the whole system from the engine, but I 
would rather not have to do that.
