Brake warning light, wipers, Delco sucks

I've got an '88 5000S that's rock solid except for some quirks I haven't   
been able to trace -- can anyone offer any suggestions, or at least   
commiserate with me? :)

Brake warning light comes on about 1 minute after startup, beeps, then   
turns off, but I can't track down any problems.  Does it in cold or warm   
weather.  I've brought the car into a brake place and they've given the   
disks and calipers it a clean bill of health; the brake response is crisp   
as when I first bought the car, and the steering/brake hydraulic fluid is   
at a decent level (my rack leaks, but really slowly -- I rarely have to   
add any fluid).

My wipers can run at intermittent and normal speeds, but when I flick the   
stalk to "high", the wipers just stall -- they don't bother returning to   
their detents like they do when I flick the stalk to "off".  It's not a   
fuse problem (nothing blown), and jiggling the stalk doesn't seem to help   
(and its tactile response seems solid, so I don't suspect switch   
failure).

Can't get A/C to run to aid defogging.  When it hits 32-37 degrees   
outside, my windows fog up like nobody's business and I can't invoke my   
A/C to run manually to help defog it.  Even when I bang the Delco temp   
control down to "Lo" it doesn't seem to help; is there a way to bypass   
the silly electronic "logic" to coerce it to turn on?
