I had an '87 VW SYNCRO and I had a similar problem.
Somehow it cured itself after I backed the car down the street.  Apparently 
the vacuum was working OK but the diff had a mechanical lockup.  Fortunately 
it never happened again. Sounds Expensive to repair.
