Unless you've had the bumper/mounting assembly apart the following may not 
make much sense - on my '83 Ur I recessed the bumpers by adding extra
threads to the bumper shock absorbers.  After adding the threads (with the
appropriate  sized die) I simply reassembled the bumpers/mounting and
"set" the bumpers where I wanted them.   Cost was minimal (price of the die\
plus my labor time) and the results are quite acceptable as the bumper
doesn't stick out so far.
