I thought that was "loose nut behind the wheel."  :)

But seriously, here in PA we have annual mechanical inspections.  While it 
may have had some effect on the number of rolling scrapheaps, it's not as 
great as I had hoped.  (I'm comparing PA with other states I've lived in; I 
haven't lived here long enough to know what it was like before the 
inspections.)
