Alan, the clutch on a 85 UrQ should not be heavy at all from my experience.
Sorry I dont know about the technical details, but thought this might help.
I had the master cylinder on my UrQ fitted with a revision set after its
life had ended. The pressure needed for the clutch did not increase, but
they did hone the cilinder before install of the revision set.
Some years ago I had a .command. cylinder replaced on a Coupe. After
install the clutch was heavier than before. This could have been due to
different inside widths of the cylinders. Maybe the VAG dealer did not have
the right one in stock and used another one.

So I guess you should try to find an original cylinder and put that in. It
will make a big difference.
