Alan,
	I think that teh hesitation taht I found is the sme that you 
speak of here.  When I increased the preload on the wastegate spring, 
the hesitation disappeared.  I am still using the regulator on the 
wastegate signal, but it isn't doing as much since the spring force is 
now higher.
