I had a very similar problem with the VW "Premium" stereo in my '93 Passat.
I bought the car used, and the dealer first gave me the wrong code. Once
I got the correct code I couldn't enter it because all the radio would do is
display 'SAFE'.

The parts counter guy suggested leaving it powered on for two to three hours
(displaying 'SAFE'). After two to three hours you should be able to push the
correct button combination ('mode' and 'scan' simultaneously on the Passat)
to put it into the code entering mode (displays '1000'). Enter the correct
code and you're back in business. Well...it worked on the Passat!
