Just a quick note or two:

Check out http://www.community.net/~isaac/header.html for some interesting
info on smog/emissions stuff.

Also, previously I had stated that RFG (the oxygenated gas) had lowered my
mileage somewhat.  Since I've taken my snow tires off, mileage has shot
back up to where it was before RFG. (duh!)  I think the EPA would have been
better to thrust RFG upon us in summer instead of winter.
