I can't remember which car we're talking about, but on the '87 4KS, I 
replaced the positive cable from the battery, which connects directly to 
the starter, and gained about a volt on the volt-meter.  Clean the 
connections at the starter as well, as it's down there in the muck and 
acts as a main connection to the positive side of the battery.
