Yes,my S4's radio turn off when the key is turn fully anti-clockwise.
And the radio can turn on when the key is turn clockwise nearly reach
-ignition on- position (like "ACC" on Japanese car ).It has special 
terminal for "ACC" under driver side dashboard.
