You need to flush both.

I was talking about the hydraulic power steering fluid in this case,
but it is very important to flush out the BRAKE FLUID every two
or three years as well. That stuff is HYDROSCOPIC, and if left long
will rust out the insides of all the brake system => new calipers,
new lines, new master cylinder..... $$$$$. Flushing out will
probably delay that inevitable day.
