DISC: Drilling out a bolt.

I am trying to drill out a 6 mm bolt that broke off. I have tried
high speed drill bits and I have tried cobalt drill bits. Nothing
works. I feel like the drill is spinning the wrong way (yes, I
checked this) as I slowly polish the hole deeper. The drill bits
still feel sharp. I have tried 3-IN-ONE, Liquid Wrench, WD-40, and
water as cutting fluids and neither makes a difference. Does anyone
know what I can do?

These bolts hold my splash shields on. There was a discussion last
week or so about their usefulness, well my CV joint boot ripped and
is spewing grease all over. The splash shield helps protect the
brakes from getting greasy.
