A true "diversity" tuner will use two antennae at the simultaneously when
in use. And by using some fancy circuit, would electronically reduce or
elimnate "ghost" signals (which is formed by real signal bouncing off
concrete walls of building and tunnels, etc., creating a secondary -- or
"ghost" -- signal) by comparing the signals (difference in timing)
received at both antennae and lock onto the real signal (which usually
is the stronger of the signals received).
As such, I'm more incline to believe that one is for AM and the other is
for FM -- especially if the shape/configuration is different for front
and back (of couse, I could be wrong since I've never seen one).
