OK I'll try to take this one.

Motors have a huge stall current.
If the motor hadn't spun for a while,
when you hit the switch it blew the
fuse before it turned.  Now that it's
loose you probably won't blow it again.
Is it a slow blow fuse?  Should be.

As for the voltage you read, when you
have an open fuse, you read battery
voltage across it.  Simple electronics,
but not intuitive at all.

I don't know about the lubrication,
but silicone is good for dampl places.
A silicone grease maybe?  As the marina.
