noisy lifter

I hope all you quattro diehards and fans had a great labor day
weekend.  I have a question for you all:

I recently replaced all the hydraulic lifters in my 86-4000cs
quattro because they were noisy.  However, one of the new lifters
is still noisy when cold.  It seems to take a long time to bleed
itself.  
Question: Is it possible that the geographic location (i.e., No.
2 cylinder, or No. 3 cylinder, etc) is starving local lifter(s)
temporally? I do no think its a bad lifter.  When the car was new
it had a noisy lifter (when cold).  All ideas are welcomed.
