     Hi,
     
     I had the same question when I tried to remove the steering wheel on 
     my 87 4000q.  You actually do not have to remove the "soft" cover that 
     you have already removed.  All you need to do is to get your finger 
     tips behind the hard plastic cover, that was exposed once you pulled 
     off your "soft" cover, and give a FIRM PULL.  The cover will come off 
     and expose the big nut that holds the steering wheel on to the column. 
      
     You will find that the "hard" cover is held on in four places, near 
     each spoke of the wheel and you will need to give each spot a firm 
     pull and unsnap the cover at each spot.  It will just snap back 
     together when you are done.
