Actually, they hide the mounting hardware for the bumper struts/shocks.
 However, if you change the corner marker lights (next to the headlights) to
combination marker/turn signal lights, I imagine you could then use the
original turn signal locations (in the bumper next to those reflectors) for
other lights--they'll have to be small, though.  Didn't do this with mine
('87 4kcsq), but I was tempted.
