I took mine apart and fixed it.  It just needed lubing.  Be careful: some of the electronics are in a foam "pot" like much electronic stuff no days.  Don't force anything, and be careful.  If the mast is not broken, it can be freed up.

This morning my radio antenna went about half way down, and that was it.
I can pull it up the rest of the way, but it won't go down.

The motor still runs. Do I have to replace the whole thing, or 
can I buy just the mast and cable? (and from who?)

This mast is the "four" section type. (I believe some have five?)
