Temperature Gauge

I've AUDI 5000S '85 and the water temperature gauge doesn't move past the first 
three short lines or one long line. First I thought it's the temperature sensor
so I replaced it with a new one and the problem didn't go away. 
Then I compared the output of the connectors to the temperature sensor with
another AUDI (same model and year). On my car the connectors had 3 grounds and
one positive wire on the other AUDI it was 2 grounds and 2 positive wires. 
Could it be the that the water gauge is bad ??? Did anybody had this problem.
