removing front brake rotors from splines

1990 Audi 80, FWD

The consensus on my brake noise was to turn the ridge off the rotors.  OK,
wheels off, calipers off, rotor retaining bolts off, rotors, uh, um, stuck
on splines.

What's the correct procedure here?  I couldn't find a proper-sized wheel
puller this weekend.  I'm about to make one.  Any easier technique?  Put
the tire back on and wiggle it around?
